Requirements management is a fundamental part of the MOD Acquisition System Operating Model to maintain the Golden Thread. The Golden Thread is defined as the unbroken, top-down linkage of requirements from Defence policy to Defence Lines of Development outputs, that provides the direction for investment plans and ensures that the capabilities generated are coherent and consistent with MOD's strategic investment.

The use of a requirement management tool is recommended for clear presentation and to help with traceability "and "should be used for capturing and managing all User and Systems Requirements to a common minimum standard, to ensure an effective audit trail across the interface".

The tool will be used across multiple defence organisations including all front-line commands, Joint Forces Command and their agencies, with the predominant focus within DE&S. The tool is a core component for Requirements Management and Engineering activities within DE&S Projects.
