Shropshire CCG invites formal Expressions of Interest for the provision of Termination of Pregnancy Services (for both Shropshire CCG and Telford & Wrekin CCG). The Commissioner is seeking to procure a Lead Provider who is a suitably qualified and experienced Termination of Pregnancy Provider, with the necessary capacity and capability (or demonstrable ability to provide the necessary capacity and capability) to provide Termination of Pregnancy Services.

The Service shall deliver:

A telephone booking service and post TOP helpline available 24 hours a day, 7 days a week (24/7). This service should be free of charge for Service Users to access.
TOP assessment and consultation.
Pregnancy decision-making support and post termination support.
Counselling support to include both pre and post decision, prior to termination, counselling.
Urgent access to counselling
Information, advice and support in relation to safe and healthy sexual relationships.
Testing and treatment for sexually transmitted infections (STIs).
Information about and provision of contraception.
Early Medical Abortions (EMAs) for women with a gestation up to 9 weeks.
Medical Abortions for women with a gestation of between 9 and 19 weeks.
Surgical Abortions including vacuum aspiration or suction and surgical dilation and evacuation up to 19 weeks gestation.
Late terminations for women with a gestation of between 20 and 23 weeks and 6 days. (Late terminations may be provided outside of the geographical boundary of Shropshire and Telford and Wrekin).

All of the afore-mentioned Services should be provided within the geographical boundaries of Shropshire and Telford and Wrekin, unless stated otherwise. It is anticipated that the Service shall be required to deliver the following approximate annual activity levels:

Consultations 1,795

TOP up to 9 weeks 888

TOP 10-14 weeks 170

TOP 15-18 weeks 30

TOP 19+ weeks 18

Counselling available for all Service Users.

The contract shall be for an initial contract period of five years, with a potential option to extend for a further period of up to 24 months at 12 monthly intervals. The anticipated contract commencement date is 1st December, 2015.

Additional information: If and when this requirement is offered to tender, this will be done via electronic means using the internet, and may also be through the medium of an electronic reverse auction. Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body (please refer to the future ITT and/or Memorandum of Information (MOI) for details with whom the successful bidder(s) shall enter into contracts for the supply of the services). Any other public sector body wishing to access the contract may do so only with permission from the contracting NHS body. The contract conditions will be set out in the Invitation to Tender. Further details shall be made available via documentation and information released during the course of the tender process.

Bidders are invited to Express an Interest in providing this Service by email to martyna.migas@staffordshirecss.nhs.uk by no later than 12 noon on Thursday 16th April, 2015.
