description
The London Borough of Tower Hamlets wishes to appoint a provider to deliver training, skills and employment opportunities for our residents from a facility which is to be provided rent free for up to a 15 year period.
The winning provider will work in partnership with the Council's Integrated Employment Service, WorkPath, and will be branded as a WorkPath partner.
The provider will be expected to develop and deliver a framework and programme to assist and work with residents within Tower Hamlets to achieve skills, employment and training outputs.
The service will be funded entirely by income secured by the provider from external sources.
The contract has a maximum term of 15 years, with break clauses at 5 year intervals. Continuation of the contract will be by mutual consent and primarily dependent on the provider's level of performance.
Tender evaluation will be based on 100% criteria
The anticipated contract start date is: Monday, 02 December 2019.
The estimated value of the contract is dependent on the level of funding secured by the provider.
For a period of: up to 15 years (5+5+5)
Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download.
The invitation to tender instructions and the specifications will be available as a public attachment allowing organisations expressing an interest in the project easy access of the main requirements. Full documentation requirements will be included within the evaluation questionnaire.
Organisations must ensure that access to the system is available to their representatives dealing with the contract. The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.
Tenderers are responsible for allowing sufficient time to submit their ITT. The Council accepts no liability whatsoever for ITT that are not submitted due to internet connectivity issues, transmission delays or errors.
