The IPEC team at Connected Places Catapult is looking for a company to conduct market research around perceptions of procurement-powered innovation. This work will build on sentiment analysis already caried out and is intended to help develop intelligence of the wider public procurement landscape and to support the Innovation Procurement Empowerment Centre in establishing and scaling suitable support to encourage the uptake and implementation of innovation-friendly procurement approaches and directing advocacy and policy development activities of IPEC. The key aim of the study is to investigate knowledge, understanding and perceptions of the public sector in relation to procurement powered innovation.
This will include engaging people in both existing CPC audiences and crucially beyond (focusing on procurement professionals) to test awareness of:
| 1. | The benefits and barriers around innovation-friendly procurement work. |
| a. | Understanding the barriers procurement professionals face and how to overcome them. |
| b. | Awareness of innovation-friendly procurement methods and the associated benefits. |
| 2. | The impact of Connected Places Catapult in this space; the strength of our profile, and the extent to which we have led to increased understanding, knowledge, and confidence to invest in innovation-friendly procurement. |
This research will build on previous research/ survey work and it is expected that the chosen supplier will review and update methodologies, to enable timeseries analysis of key trends and issues. Likewise, the chosen supplier will gather a mixture of qualitative and quantitative insights, identify and reach representative samples across key stakeholder groups, and implement a robust and innovative research methodology.
