NWL120 NEWMARKET - Restoration and Refurbishment of Newmarket Coalville
Regeneration plans for Coalville, as identified in the Local Plan, Marketing Strategy, Building Confidence in Coalville and rejuvenating Coalville documents, identify the future vision for Coalville as a vibrant market town that creates a positive impact on residents and visitors alike. Coalville has charter rights to a market dating back to 1290 AD and it is the council's intention to modernise the market provision offered to the town The council has recently acquired vacant possession of the leasehold on 7-9 Marlborough Square Coalville (formally the Litten Tree Public House) and is proposing a change of use to a modern contemporary market with a space for traditional market stalls, food outlets, toilets and a small office.
The Coalville Frontage Improvement Scheme will support reinstatement and restoration of the frontage of the building in keeping with the heritage of Coalville and the designation of the town centre as a conservation area in 2014.
NWL District Council invites applications from construction contractors for the restoration and refurbishment of Newmarket Coalville. The chosen contractor will be part of the project team to create a modern, contemporary indoor market in the heart of the town.
An application for planning consent has been submitted and a decision is expected at the beginning of November.
The contracting period is expected to commence from 25th November 2019 for a 12 week period.
Procurement Process
The procurement process is a non OJEU Open Tender Process
All suppliers that satisfy all the minimum requirements of the standard selection questionnaire (SSQ) and due diligence process, which includes a financial stability assessment shall be selected for evaluation
All suppliers that satisfy the due diligence process will be evaluated according to the methodology and criteria detailed in the tender documents.
The top 3 suppliers after initial evaluation will be invited to present to the council.
The interviews will take place on 30th October 2019 and suppliers will be expected to be available on this date if selected.
Applications will be open for a period of 4 weeks to encourage supplier participation.
Any submissions that that are unaffordable can be excluded from the process.
