LCRCA LAD2 Retrofit Advice, Assessment & Coordination Fast-track

National delivery timeframes for LAD2 are heavily constrained (completion required by end December 2021) and LCRCA is keen to commission initial pilot work to commence PAS2035:19 compliant property assessments of an early tranche of 150 identified homes in the Knowsley, Liverpool and Wirral local authority areas, ahead of the DPS becoming live. It is hoped a "fast-track" will improve our understanding of the Housing Retrofit advice, assessment and coordination roles in line with PAS2035:19 as well as giving us a head start on our delivery timescales. LCRCA is looking to commission this work to commence in mid-July through a tender competition with support from Procure Plus. Although delivery timescales are constrained, quality is at the heart of this process, as we want to better understand the application of the PAS2035 standard and set this initial tranche of homes up well for their carbon reduction journey.

The requirement of LCRCA covered by this tender is for retrofit advice, assessment and coordination services up-to and including the lodgement of the whole house plan on the TrustMark data warehouse.

Retrofit coordination and evaluation services during and post installation will be required by LCRCA. LCRCA reserves the right to negotiate a cost for these service from successful bidders or incorporate these services into a competitive tender exercise to appoint Retrofit Managing Agent installation contractors (or a combination of both).
