description
The supplier will advise the Department of the Environment (DOE) of Belize on how they can optimise the design, implementation, accounting, management and evaluation of a new rural waste collection pilot scheme in central-western Belize. The supplier will apply their previous experience and expertise of working on similar projects of this kind in other Small Island Developing States and/or developing nation rural communities.
The supplier will be required to review documentation provided by DOE, review any available data and hold discussions with the DOE as required. Cefas will facilitate engagement and introductory meetings between the supplier and key stakeholders, including DOE.
Deliverables:
- Provide recommendations to DOE and, where possible, provide documentation to DOE that will support them to deliver a successful waste collection pilot scheme via the following non-exhaustive listed areas;
| a. | Collection design: Make recommendations to DOE on collection design, taking into account the available resources, transport and the culture in Belize; provide best available practices (from similar/previous successes). |
| b. | Implementation: Make recommendations to DOE on strategies for implementation to maximise success, e.g. sensitising stakeholders, publishing collection time tables etc. |
| c. | Accounting: Make recommendations to DOE to help ensure that the proposed waste collection system can be sustainably funded in the long-term, and to ensure transparency of funding and accounting to engender trust. |
| d. | Management: Make recommendations to DOE on methods that can be utilised to manage the solid waste pilot in a way that will maximise the chances for long-term success and sustainability. |
| e. | Evaluation and Recommendations: Advise DOE on methods that could be used to evaluate the success of the pilot, and to make recommendations on improvements and how to scale the pilot across the whole country. |
