Guildford Borough Council (the Council) is proposing to redevelop the existing surface car park at Guildford Park Road, Guildford to provide residential accommodation and a new Multi-Storey Car Park (MSCP).
The Council has submitted a full planning application for the development (Ref 16/ P/1290). A set of the current plans for the MSCP is provided at Appendix 1.
Subject to receipt of planning approval, the Council will be seeking to appoint a Building Contractor to undertake the works to construct the new MSCP.
The Council is proposing to procure these works under a Design and Build form of Contract.
MSCP Requirements, Design and Construction Constraints
| • | General: As a minimum, the MSCP needs to be designed to meet the “Design Recommendations for multi-storey and underground car parks” published by the Institution of Structural Engineers and to meet the requirements to achieve a Safer Parking Award. |
| • | Numbers: As a minimum, the MSCP must re-provide the 400 public parking spaces that the site currently provides. The Council’s aspiration is that the MSCP provides around 500 public parking spaces. The current design accommodates 493 public car parking spaces. |
| • | Use: The MSCP is close to the station and on the perimeter of the town centre. The current car park on this site is used mainly by long stay users and this is not expected to change in the near future. |
| • | Context: The MSCP will be part of a larger development on the site including housing and its design and form needs to compliment the housing element. |
| • | Maintenance: The Council will be managing and operating the MSCP and wishes to minimise life cycle costs. It is important that the new MSCP is robust and easy to maintain particularly as a key elevation is adjacent to the railway and access for maintenance is likely to be restricted. |
| • | Payment Method: The Council requires a pay on foot car park. It needs to have two entry barriers and two exit barriers to reduce queuing and provide back up in case of failure. |
| • | Position: The MSCP needs to be positioned in the area of the site closest to the station (i.e. the southern part of the site). It is also important that traffic accessing the MSCP is removed from the general vehicle circulation within the site before reaching the housing development. |
| • | Footprint: One of the main objectives of the scheme is to maximise the amount of housing that the site delivers. As a result, and due to other constraints discussed below, the footprint of the MSCP cannot exceed that shown on the current site plans (provided at Appendix 1). |
| • | Network Rail: The MSCP will be positioned adjacent to the London to Portsmouth railway line. There is also an existing Network Rail access point just to the north of the proposed MSCP position. This needs to be maintained and accessible at all times |
| • | Access Road: A site access road will run along the western edge of the MSCP. This accommodates a restricted vehicular right of way |
