The specific objectives of the evaluation are:

  • i.To evaluate the relevance, effectiveness, efficiency and sustainability of a sample of SSF interventions, including conflict sensitivity and risk mitigation measures.
  • ii.To evaluate to what extent each approach (area-based, sector/partner-based, Government Window, and Rapid Disbursal Projects) is perceived to be relevant and making an effective individual and overall contribution to the two SSF outputs and SSF outcome.
  • iii.To evaluate in a number of geographic areas (perhaps 4-5), to what extent SSF projects are perceived to be a coherent portfolio of relevant interventions, making an effective individual and aggregate contribution to the two SSF outputs locally and SSF outcome, given the local context.
  • iv.To assess how the SSF has been tracking results both within and outside the DFID logframe and to propose robust measures for the future SSF II, including on gender.
  • v.To use the evaluation evidence to elaborate options for more detailed theories of change (with the SSF team if needed) for different SSF approaches which will be of value for the SSF II.

It is expected that the study should focus on a small number of geographic areas and the programming in those places. The programming to be evaluated would include projects from the 4 categories described above (government window, area based, sector based and rapid disbursal). Likely areas for fieldwork include Kismayo, Baidoa, Central regions, Mogadishu and Puntland.
