Aim and Objectives
The aim of the consultancy contracted under this ToR is to assist DFIDB to design the new urban programme (total approximate cost £60m most likely over about 6 years).
It will do this by:
| • | building on challenges, opportunities and options identified in the scoping report; |
| • | undertaking more detailed analysis of key sectors (see below) and considering how a DFIDB programme might be able to support positive outcomes in these areas; |
| • | consulting with the GoB, donors active in the area and other Bangladesh stakeholders to consider how any new DFID B programme will complement existing and planned initiatives - including whether there should be a standalone new DFID programme or a DFID programme scaling up existing or planned programmes of others; and |
| • | considering and providing recommendations on the appropriate institutional home and management structure for any new programme. |
The design mission will need to consider how best to integrate resilience to climate change into the programme. DFIDB would expect a basic level of inclusion across the programme. However, there is potential for specific/additional finance specifically on issues of resilience and climate change. Therefore the design team are asked to also consider how resilience might be scaled up, providing three main options in some detail:
| • | The ‘basic’ level of integration of resilience within the programme; |
| • | A ‘medium’ level of scale up beyond the basic level of integration (e.g. with £10 million); and |
| • | A more ambitious level of scale up look like (e.g. with £20 million). |
