Managed Services for Temporary Agency Resources

The Supplier will provide HS2 with the following service:

A Service that enables the strategic engagement and management of third party recruitment agencies (directly sourced by the Supplier and as specified by HS2) on compliant terms and conditions to be agreed between HS2 and the Supplier to enable effective sourcing of high calibre permanent, interim and temporary candidates to fulfil HS2's immediate and longer term recruitment needs;

Robust and comprehensive management information from the Supplier and its supply chain, including real time reporting on performance (agreed KPIs) and complete visibility and transparency of all aspects of the operation;

A fully auditable and compliant common portal, to be used to facilitate the sourcing of permanent, interim and temporary workers and to be used by all interim and temporary workers for timesheet and expense claims authorisation and processing;

Consolidated invoicing to HS2 for engagements authorised by the HS2 Resourcing team at agreed rates and for time worked and expenses confirmed by approved HS2 signatories.

The contract term is for 2 years with options to extend for a further 2 periods of 12 months each.

The procurement was conducted as a further competition under the terms and conditions of the ESPO MSTAR2 framework.
