Liverpool City Council is undertaking a review of its housing supply by commissioning a Strategic Housing Land Availability Assessment (SHLAA), to be base-dated April 2017, to inform the Liverpool Local Plan Publication document, to be published in late 2017/early 2018.

The 2017 SHLAA has four objectives:

Provide an assessment of housing land supply, compliant with NPPF/PPG, including phasing;
To develop a methodology to ensure a robust assessment of housing supply over a 20 year period;
Provide an analysis of housing market conditions; and
Provide a viability appraisal of sites, including for the potential to deliver affordable housing provision and an indicative housing mix

For the 2017 SHLAA, the successful consultants will build on the work of previous assessments base-dated 2012, 2013 and 2016. The 2007 SHLAA guidance was used to clarify the scope of Consultancy support for the 2012 SHLAA and as it is reflected in PPG, the City Council is seeking to commission Consultancy support on the same basic division of role and workload as applied to the production of the 2012 assessment.

The primary purpose of the commission is to provide an independent and expert assessment of the achievability of the sites and to review the entirety of the assessment.
