description

The Windsor Framework was agreed with the EU in February 2023 and defines a new model for moving goods between Great Britain and Northern Ireland. This offers substantial opportunities to reduce friction for businesses and safeguard Northern Irish consumers' access to agrifood goods, but also requires rapid delivery by both government and businesses ahead of the initial go live date of 1 October 2023.

Defra's Northern Ireland Directorate is tasked with implementing the Windsor Framework on behalf of the department. As part of this delivery, we need to rapidly design a grants scheme (as committed to by HMG as part of the Framework) to support businesses with the implementation of the labelling requirements under the new 'green lane'. This will require understanding the type of actions industry could take, their likely cost, and options for the design of a funding scheme
