WSCC - NR - Provision of "Smart Core" Enterprise Resource Planning (ERP) solution (CCS RM3821 Lot 1a) - AWARD

Background

The Council is seeking an organisation to deliver an effective, operational solution that replaces the existing technologies in order to digitally support the delivery of corporate processes across the core business areas of Human Resources, Finance, and Procurement & Contract Management functions for West Sussex County Council.

The solution is anticipated to comprise of software and services described in detail the Services Specification. The Council requires a fully integrated solution but anticipates a single Software as a Service platform for Finance, Human Resources & Payroll operations. The Procurement and Contract Management elements could be on the same platform but equally a solution could comprise discrete elements. Bidders may provide a solution by working with partners or sub-contractors but working relationships must be clearly set out and the Council will require one lead partner to enter into the contract.

Value of Services

The anticipated value of The Services is £0.8m pa with a value of £7.1m over the maximum seven (7) year contract term excluding any TUPE costs. The call off contract will be for an initial period of five (5) years with a possible extension of up to two (2) further years. However, no guarantee or commitment can be given to the initial and future value of any work arising from this contract. These figures are estimated for contract value purposes and are not provided as a budget. They should not be interpreted as an undertaking to purchase any goods or services to any particular value and do not form part of the contract. The Council expects competitive bids that will offer the best value for money assessed on the most economically advantageous tender (M.E.A.T)

Existing Contractual Arrangement

The majority of the Council's Information Technology services are provided by Capita Business Solutions Limited ("Capita"). The current ERP solution provided to the Council by Capita is SAP. The support and maintenance of the current SAP licences held by Capita expires on the 31st December 2021.

The new solution will be replacing the existing SAP environment these services are delivered through and bring about changes in the workflow and operational processes to deliver these services.

Conditions of Tender

This Tender is being conducted as a further competition under the Crown Commercial Services Framework RM3821 Data and Application Solutions - Lot 1a "Resource Planning and & Management Solutions Including Financial & Commercial" Council specific tender terms as set out in the Tender Process section of this ITT document.
