Health Education England aims to commission Universities to create an innovative, accessible midwifery degree programme that will be available across England for prospective midwifery students. The programme aims to fully exploit innovation in digital and other technologies to provide a fully blended, interactive, and innovative programme that will meet the requirements the Nursing and Midwifery Council (NMC) has set for pre-registration midwifery programmes. This is an exciting opportunity to support the creation of a significantly different offer in midwifery education that will support the growth of a qualitatively different expert and professional workforce suited to the demands of 21st Century care and service.
This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention.
It is our intention to hold a market engagement event on the afternoon of 8 December from 13:30 - 15:30pm to discuss our plans and consult with parties interested in potentially bidding to deliver a blended learning midwifery degree programme. The event will take the form of an on-line presentation and discussion organised through MS Teams outlining our current thinking, the procurement process we anticipate following, general discussion, and requests for information. The process will also provide an opportunity to network with others providing education and training in this field. HEE will use the opportunity to gather intelligence from providers which may influence and inform the development of the final tender.

The commissioner reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time.
It is the intention of the commissioner that the procurement will be conducted as on OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published mid-February 2021. A separate advert will be released advising of this.
