Commissioners from Northern, Eastern and Western Devon and South Devon & Torbay Clinical Commissioning Groups, Devon County Council and Plymouth City Council are inviting you to attend a market engagement event on the 17th July 2017 at The Kenn Centre (Exeter Road, Kennford, Exeter EX6 7UE) in relation to a procurement process for Community Health & Wellbeing Services for Children & Young People in Devon planned for 2018.
The Procurement Board, on behalf of the above commissioners, has shared vision for all children, young people, families and carers which is straightforward:
We want all children and young people in Devon to have the best start in life, growing up in loving and supportive families, and being happy, healthy and safe.
Children and young people and their families and communities will have access to a personalised, sustainable and co-ordinated system of care and support which meets needs early and improves their quality of life so that they can live well throughout life and make the most of the choices and opportunities available to them.
As part of this process, and driven out of our ongoing work with service users, the current service model and our extensive pre-procurement work, the following Critical Success Factors have been drafted:

| • | An integrated, personalised model of provision that can respond to the holistic needs of a child or young person and their families |
| • | Seamless pathways of care and support that transcend policy, organisational and service boundaries |
| • | Sustainability of provision by ensuring best value for money without reliance on additional investment |
| • | Improved opportunities for children and young people at transition points in their life |
These success factors are vital to the successful delivery of services for the service users across the whole of Devon, and will be the thread weaved throughout this whole process.
THE EVENT
The event itself will update on the progress and changes since the previous market engagement in 2016, and offer insight on current thinking and the potential of the future service delivery.
As a major part of both the event and future planning of the services, the commissioners will look to you as providers to begin to explore system leadership through prime provider/contractor models and how it could be realised alongside wider (current and future) system provisions, with your potential integration or collaboration with other service providers.
The event structure will be a short overview presentation, followed by a networking and work shop opportunity, where the commissioners wish to encourage you to engage in initial conversations with prospective providers and the commissioners.
Additional information: PRE EVENT
To help inform the networking/workshop element of the event the commissioners request that along with your confirmation of attendance you offer responses to the questionnaire attached to this engagement notice. These can be sent at seperate points, but commissioners do request that both confirmation and the questionnaires are all recieved by 5pm 12th July 2017.
