This Quotation is issued by Lincolnshire County Council (LCC) (‘the Customer’) for the provision of consultancy services (‘the Service Provider’) to provide technical knowledge and input in the development and production of a 'Future proofing the capacity of utilities in Greater Lincolnshire' report.
The total contract value is up to a maximum of £75,000. Any quotations above this value will not be considered.
The 'Future proofing the capacity of utilities in Greater Lincolnshire', is desperately needed, to provide an overview of the provision of electricity, water (supply and drainage), and gas infrastructure in the area. This is due to the Greater Lincolnshire Local Enterprise Partnership and Local Authorities becoming increasingly aware that development activity within the Greater Lincolnshire area is potentially being hampered, because of constraints on the supply of utilities.
Following on from previous work that was carried back as far as 2003, there needs to be a newly commissioned report and research associated with it across the whole Greater Lincolnshire area, to assist in:
- Reviewing the anticipated strategic growth within the Greater Lincolnshire LEP area, and assesses the ability of the strategic utility infrastructure to meet the demand this growth and any further growth over the next 20 years.
- Identifying the various forms of utilities infrastructure that are required (including the scope for renewable energy, and heat) to meet the maximum level of growth, incorporating employment growth scenarios, which may come forward within the Greater Lincolnshire LEP area.
- Outlining any existing infrastructure deficiencies throughout the GL LEP area, that will allow the LEP and its partners the opportunity to address any shortcomings through engaging with stakeholders, identifying costs early on and reviewing available funding requirements. The study findings will inform how the GL LEP plan for and manage growth, and when making investment decisions.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
