QA improvement of greenhouse gas inventory models

This project will complete high priority short term recommendations on the quality assurance (QA) of all NAEI models as advised by external experts. Ricardo Energy and Environment (REE) will develop tools to add outlier checks to a number of elements of the inventory, including database output and quality checks (QC), mastersheet output and QC, reporting template QC (CRF population), and LULUCF QC in R-Shiny.

Additional information: The QA scoping study by the independent expert concluded that the short term improvements can only practically be delivered by the current supplier (Ricardo Energy and Environment (REE)) and thus a Single tender action procurement route was taken. REE already has all the knowledge required to implement the updates to the NAEI models therefore the STA contract avoids duplication and additional expenditure by an other contractor. The justification in Public Contact Regs 2015: is:

32.-(1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.

2. The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:-
