Southend on Sea Borough Council is carrying out this procurement exercise in the form of an EU Open Tender for the Provision of Adaptation Works under a Framework Agreement within the boundaries of Southend on Sea Borough Council "the Works" and those within the boundaries and areas of operation of other Contracting Authorities and Public Bodies who have been named on the OJEU Contract Notice (REF: 2018-OJS078-173155) and who decide to enter into Call Off Contracts with Framework Providers. The Council are seeking suitably qualified organisations who have the required experience as first-tier suppliers receiving personalised Adaptations referrals to appoint to a framework for the supply and installation of home adaptations (mainly accessible bathrooms) for older and disabled residents in Southend on Sea. The framework agreement will provide for suppliers to deliver the supply and installation of bathroom, kitchen and other adaptation works, including associated building works, to owner occupied, privately-rented and RSL properties.

The Council intend to appoint 6-8 Suppliers to the Framework Agreement; tenderers should bear in mind the values displayed are the total values among all potential suppliers and incorporating any potential extensions to the Agreement.

Additional information: The Other Contracting Authorities named in the associated OJEU notice 2018-OJS078-173155 may wish to create call off contracts and place orders with the Suppliers. Each Other Contracting Authority named in this notice who wishes to use the Framework Agreement will enter into an access agreement with the main Contracting Authority (SBC) and Suppliers will be required to advise the main CA that the Other CA(S) is purchasing from them. It is acknowledged that there is no obligation for the Main or Other Contracting Authority to purchase any works from the Framework Supplier(s) during the Contract Term. The Authority and/or Other Contracting Authority gives no undertaking, guarantee, promise or representation in respect of the total number or value of works orders that may be placed under the Contract. The overall value of the works (GBP20m) applies to the value to be taken into consideration of all the maximum estimated values, net of VAT, of all the possible contracts for the total term of the framework agreement (two years with possible extensions to a maximum contract period of four years). The following values are for the Main Contracting Authority and each of the CAs wishing to be named on the OJEU Contract Notice:
