Parish Buying Energy Action Plans

Our services and functions requirement covers the following:

Net Zero Carbon (NZC) Energy Action Plans conducted by experienced energy surveyors who will audit the building(s) in line with BS EN-16247-1, guidance developed by Historic England (HE) and their guidance on heritage buildings, CIBSE and the Carbon Trust to examine the energy use on-site.

Provide Recommendation Reports in various formats (e.g., PDF, Word, and Excel) including a prioritised plan of action and basis for investment to reduce carbon emissions, reduce energy, achieve cost savings with options ranging from zero and low-cost opportunities to those that require capital investment.

Net Zero Carbon (NZC) Action Plans will:

• (i)help the individual churches and church halls identify areas for improvement and outline associated costs,
• (ii)support the dioceses (I.e., regions) where the church/hall is located with their diocesan NZC action plans, and
• (iii)help inform the Church of England's overall national work towards Net Zero Carbon by 2030.

Scope

In Scope:

• Review of 1,600 Churches and church halls in England by the end of 2025 with the potential to extend the programme beyond this as part of the Archbishops' Council's Triennium Funding.

Out of Scope:

• Cathedrals. A separate project has created action plans for every cathedral.
• Schools.
• Clergy Housing. A separate project is surveying our housing stock.
• Embodied carbon is not in scope of our target to be net zero carbon by 2030, however we do want all recommendations to be mindful of embodied carbon, where relevant, to assist decision making.
