Procurement of Consultancy for West Northants Leisure Centres - AWARD

The Council is seeking to appoint a specialist leisure consultant to:

• olead on the project management of the procurement process including drafting the Brief for legal services and then ensuring all compliant documentation / Leisure Operator Contract / leases / appropriate documentation is available for tendering.
• osupport the procurement process from the point of developing a pre procurement strategy through to the selection and appointment of an operator to deliver the contract for 1 April 2026.
• oprovide specialist support and guidance working closely with the Council's project team
• onote the Council will draft the services specification, the Consultants will act as critical friend, provide guidance, review the document.
• onote the Council will draft the Active Communities section, the Consultants will act as critical friend, provide guidance, review the document.
• oadvise and lead on the most value for money / most advantageous management fee solution for the existing Lings Forum Leisure Centre which will be in effect until the Council makes a decision on the Leisure Centre / WFH project and ensure this management fee solution can then be incorporated into the leisure centre procurement package of six facilities or delivered as a WFH concept.
• oassist on the mobilisation, this could include advice on the transfer of the centres / services from one operator to another, helping the Council to address any issues that may arise

The contract was awarded via the Sport England Active Environments framework using Lot A 'A Strategic Outcomes Planning and Leisure Services Delivery'.
