Consultancy Services and Research on Technologies for Automatic Pension Enrolment

Foreign and Commonwealth Office (FCO) is looking for a provider of consultancy services and research on technologies for automatic pension enrolment in China.

For this specific project the supplier is to carry out research and analysis on automatic pensions enrolment in China, the UK and other relevant countries and write a report detailing which identified technologies might be replicated in China to support future automatic pensions enrolment.

The Pensions Pillar work within the Prosperity Fund Financial Services (FS) Programme (the Programme) in the People's Republic of China is intended to address the current issues associated with the transition from China's current heavy dependence on Pillar 1 pensions to a future multi-pillar pensions regime.

This contract will be for the delivery of research and analysis on technological capabilities and infrastructure to support automatic enrolment into Pillar 2 pension saving, considering current and best practices from the UK, China and around the world. From this research, recommendations of specific technologies to support automatic enrolment should be provided, with input from agreed key stakeholders.

The supplier will be expected to deliver the following specific outputs:

1. Preparation of a research paper /presentation deck detailing how technology has been utilised in the UK and other relevant jurisdictions to support automatic enrolment and broader Pillar 2 and 3 pensions delivery.

2. Analysis into best financial services delivery practices from around the world, including by workplace and individual pensions providers.

3. Detailed China "as-is" analysis detailing China's current technological capabilities and infrastructure with respect to pensions enrolment

4. Proposal for specific technology and infrastructure to be utilised in China for future automatic pensions enrolment.
