Housing Mediation Services

Title : Housing Mediation Service Ref: Sand/TMO-24

Sandwell Council has a management arrangement with a Tenant Management Organisation (TMO) for the provision of Housing Management Services, this arrangement is ratified in a Management Agreement.

A conflict has arisen around the interpretation of some of the contractual clauses, compliance with council policy and lawful responsibility to certain undertakings. Under the terms of the Management Agreement, where conflict arise and a solution is not agreeable, the next step is to consider mediation.

What is required is an analysis of the Management Agreement to determine the obligations on both parties, consider the outstanding issues and to provide recommendation (report) on the way forward.

The Council will be using the In-tend e-Tendering System for this Procurement exercise, please visit https://in-tendhost.co.uk/sandwellmbc to access the Sandwell MBC In-tend Supplier Portal.
