The FCO is looking to establish a Construction Works Dynamic Purchasing System to deliver Works projects on it overseas estate. The construction projects will be across offices and residential properties (including new builds and historic residences) for the FCO World Wide overseas estate only (NOT THE UK). The FCO will be looking for contractors who can deliver projects overseas with the skills and experience to deliver end to end projects with all disciplines covered. We are not looking for individual disciplines under this DPS.
The Foreign and Commonwealth Office's (FCO) estate is unique with public asset with over 4600 properties, primarily overseas. The diplomatic estate exists because the UK needs overseas buildings to act as a secure and long-term base for our international diplomacy and for the Government's overseas operations. The FCO operates in 268 overseas locations with a combined asset value of over £2 billion, covering 156 countries and 12 overseas territories. The value of these potential building projects is estimated to be between £1 million and £15 million pounds.
The DPS will be run in two stages -
Stage One: Suppliers complete a standard selection questionnaire.(SSQ) All suppliers who meet and pass the exclusion and section criteria within the SSQ must be admitted to the DPS and/or the relevant categories within it. Rejected suppliers are provided with feedback in order to enable them to re-apply at a later date should they wish to do so.
Stage Two: Approved users (buyers, or 'Contracting Authorities') award individual contracts through the DPS. The buyer invites all potential providers on the DPS (or within a particular DPS category) to participate in a further competition to bid for a specific contract. Suppliers are not obliged to bid.
'Market Engagement Events' will be undertaken in London (location and dates will be issued via e-Mail at a later date). This is an opportunity to understand the requirements of the DPS in more detail, meet the team, and ask any questions.

This Early Engagement Notice is issued solely for the purpose of alerting the market to this DPS and is not a call to competition and does not constitute the commencement of the procurement process. For the avoidance of doubt, participation in the market sounding exercise is not a pre-requisite for the future procurement process.
