This requirement is for a modular systemic training programme that creates a systemic pathway for qualified social workers.

The training programme is commissioned by The Essex Social Care Academy (ESCA), Essex County Council, for social workers within the Children and Families directorate, commencing July 2018 for a period of two years with an option to extend for a further twelve months (2+1).

The target audience for this training programme will be qualified social workers, senior practitioners, team and service managers, heads of service and directors from Children and Families. It is ECC's intention to open up the leadership and management programme to wider partner agencies, such as Adult Social Care, Education, Health and Police.

The aim of the training programme is to upskill participants with core systemic theories, which transfers into relational social work practice.

The estimated total contract value, including the initial 2 year period and the optional 12 month extension period, is between £300,000 and £450,000.

The deadline for submission of tenders: 12.00 Noon on 08/06/2018.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

Under the Public Services (Social Value) Act 2012 the contracting authority must consider:

  • (a)how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and
  • (b)how, in conducting the process of procurement, it might act with a view to securing that improvement.

Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the contracting authority relating to economic, social and environmental well-being. These priorities are described in the Invitation To Tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract
