Consultancy services to undertake a qualitative evaluation of the Greater Manchester Warm Homes Pilot
The aims of the qualitative evaluation (the consultancy services being procured by this exercise) are:
- To understand the different programmes across the five local authorities and the outcomes they achieved.
- To understand good practice good practice demonstrated in each pilot.
- To develop learning for improvements in each pilot.
- To ascertain how effectively the budget has been used in each area.
- And to establish whether the pilots have achieved the outcomes agreed at the outset of the pilot.
