The Extended Access to Primary Care Services is designed to improve access to, and patient experience of, primary care for the registered populations of GP practices within Crawley, East Grinstead, Horsham, Haywards Heath and Burgess Hill.
The Commissioner wishes to use this market engagement opportunity to seek views about its strategy to commission the service. This is a process designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a Tender exercise. A further Tender advertisement will be issued at the appropriate time where required.
Horsham and Mid Sussex (HMS) CCG has 23 member GP practices and it commissions on behalf of a current population of approximately 236,000 patients. Crawley CCG has 12 member GP practices and it commissions on behalf of a current population of approximately 131,000 patients. The CCGs (the Commissioners) are run by local GPs and have been given the stewardship of significant resources to be spent on improving the health of the populations of Horsham and Mid Sussex and Crawley and on delivering health services that meet our population needs.
The Extended Access service will be provided to individuals who are, or believe themselves to be, ill with a condition that can be managed within the scope of primary care. It is required to be sustainable and provide value for money; based on a service model that is clinically and commercially robust; can attract and retain suitably qualified competent practitioners; and is integrated with other primary care services as appropriate. The Extended Access service will be responsive to patient needs, able and willing to respond to a challenging and changing environment, and capable of further development throughout the duration of the contract for the benefit of patients: this will include being able to respond to predicted growths in population and associated activity.
VALUE - The maximum financial envelope available is £6 per head per annum for the registered populations of NHS Crawley CCG and NHS Horsham & Mid Sussex CCG. Disaggregated funding to support the alignment of some current Out of Hours activity has yet to be decided but may be added into the final contract value.

Prospective Service Providers are invited to attend an Event for Bidders that will take place in Crawley on Tuesday 6th February 2018 commencing at 1.45pm for registration, 2.00pm start and scheduled to last for 1 hour 30 minutes.
The Commissioner will give a presentation about the project and then invite questions from attendees.
If you wish to attend the event you must send an email to hsccg.extended-access@nhs.net stating the name of your organisation, and the name and title of those attending by no later than Thursday 1st February 2018. The CCG will confirm venue details and outline program with attendees as they register for the event.
It will be very helpful if prospective attendees outline any key lines of enquiry they may have in the registration email to aid discussion in the Q&A section of the event (please note providing this information is not a pre-requisite for attending the event).
The maximum number of attendees from your organisation is 5.
