The eight principal councils in Northamptonshire, acting through the Northamptonshire Waste Partnership, have identified that it is highly likely that there are more cost effective and lower risk options for disposing of their waste (food waste, garden waste, dry recycling and residual waste), and also there is potential for better environmental outcomes, through changes to waste infrastructure. The councils currently have a wide variety of mechanisms to dispose of waste, but none owns or has a long-term relationship to allow for optimised arrangements.
The councils are also due to be replaced by two new unitary councils (North Northamptonshire Council and West Northamptonshire Council) on 1st April 2020. However, whilst this offers some opportunities for service and infrastructure rationalisation, the underlying service and financial issues remain.
The councils would therefore like to commission work to consider the optimal arrangement for waste infrastructure in Northamptonshire. This advice should focus on waste infrastructure (for residual, dry mixed recycling, food and garden waste), but where changes to waste collection services or infrastructure would be necessary to facilitate improved disposal arrangements this should be identified, with the aim of improved whole-system performance
