Wakefield Council are seeking a Service Provider to produce a strategic vision and write a Full Business Case to comply with HM Treasury rules, for the central area of Wakefield City Centre required for the Council application to the Future High Street Fund (FHSF) which is funded by the Ministry of Housing, Communities and Local Government (MHCLG).

The Vision will be presented as a land use plan which identifies innovative interventions which bring transformational change to Wakefield City Centre promoting it as a destination for shopping and investment. It will build on the Councils aspiration to develop Wakefield as a centre for the cultural and creative Industries.

The Full Business Case will contain detailed proposals, costs and timescales for developments and complementary schemes that help address issues of decline in the retail and business sectors within the FHSF area. It will create a positive reputation for the city as a desirable place to live, work and play.

The Full Business Case must reflect developments already carried out or ongoing, current and emerging planning policies and design standards together with the economic market context. In addition interventions must embrace symbiosis with surrounding property and land uses of the outer area.
