Epping Forest District Council wish to appoint a Main Contractor to procure the works to develop a Retail Shopping Park, via a JCT Design and Build form of contract.
The site is located to the south of Langston Road, just north of Junction 5 of the M11 motorway, and south of Debden train station, in Loughton, Essex.
The proposed development of the Requirement is to comprise 15 individual retail units of varying sizes, with a self contained management suite. The proposed amount of development is 8,818sqm GIA ground floor (9,274sqm GEA). The Development is mezzanine compliant in planning terms but these will be provided by the individual retailers to suit their shopfitting plans. The total Nett retail Area is 12,915sqm.
The Requirement also includes customer car parking facilities to cater for 386 car parking spaces, including 18 accessible and 44 cycle parking spaces, and a service road to the rear, this will be accompanied by soft landscaping of the area. Two entrances will be provided to the shopping park, a main consumer entrance and an additional service entrance accessing the rear of the retail units. The construction of a retaining wall to the rear of the site will also be required.

In order to submit a tender for this opportunity a potential tenderer must complete a registration form, requesting access the Authority's deal room. The Authority aims to approve all registrations within 24 hours of receipt.
Upon registration, a potential tenderer will be able to upload its tender submission and access the question and answer feature of the deal room. Should a potential tenderer have any technical issues concerning access to the Authority's deal room, the potential tenderer should use the helpdesk email which is published on the public facing part of the Authority's deal room and which can be seen without the need to register.
The Authority reserves the right not to award any or part of this contract, postpone or terminate the procurement process (or part of it) or change the procedure used to procure the contract, at any time without liability on its part.
The Authority is not liable for any costs (including third party costs, fees or expenses) incurred by those expressing an interest in or bidding for this opportunity and no implied contract is created.
Tenders and all supporting documentation for the contract must be priced in sterling and written in English. Any agreements entered into will be governed by English law and subject to the exclusive jurisdiction of the English courts.
It is the Authority's aim that the Shopping Park is open to the public by October 2016 in order to benefit from pre-Christmas trade. The successful contractor is therefore required to fulfil the requirements of the contract and allow sufficient time for tenant fit outs in order for the Authority to meet this deadline. The Authority is currently in negotiations with retailers to occupy units on the site. It may transpire that the retailers who will be occupying units on the site have complex fit out requirements. If this is the case the Authority may delay opening the Shopping Park to February 2017.
