The Health and Safety Laboratory (HSL) is Britain's leading industrial health and safety facility. HSL supports HSE’s mission to protect people's health and safety by ensuring risks in the changing workplace are properly controlled.

This equipment is required to enhance the analytical capability of HSL and enable it to meet the customer requirements of The Health and Safety Executive (HSE) and other external customers. This system would be used for the analysis of very low levels of analytes in complex biological matrices. The analytes of interest are wide ranging and include pesticides, solvents, aromatic amines, isocyanates, various carcinogens and their metabolites.

The instrument is expected to help develop new assays and improve existing ones. General requirements are low detection limits and good reliability, ease of use and robustness and expected to run over 2000 hours per annum.

This instrument would replace two existing instruments Fisons HS800-GC8000-MD800 EI only, over 20 years old which is broken and beyond repair. The second instrument is Agilent GCMS 5890/5973EI/CI liquid injection only, 15 years old. The Agilent GCMS 5890/5973EI/CI instrument would be considered for exchange or trade in as part of the tender option.

HSL require interested parties to show how their proposed systems could meet such parameters.

HSL is seeking a complete system of autosampler (capable of both headspace and liquid injection) with gas chromatograph and single quadrupole mass spectrometer with both EI and CI ionization. The system must be fully integrated and controlled by a computer system and appropriate software.

Where multiple suppliers are proposed, compatibility of systems must be demonstrated. There should be two-way communication between the PC and all components with full PC control of those components where possible. Any manual controls or non 2-way communication must be explicitly mentioned.

HSL has not applied a 'highest value' in the 'Summary Information' section. Offers that exceed £60,000 will be accepted and reviewed as appropriate.
