Dacorum Borough Council is seeking to appoint consultants to prepare an Employment Land Availability Assessment (ELAA) to inform preparation of their new Local Plan, which will cover the period to 2036.

In particular, the ELAA will consider the quantity, mix and geographical spread of employment land that should be provided. It will advise the Council what new land (if any) should be identified for employment and what existing employment sites (if any) should be allowed to transfer to other uses.

The ELAA will provide guidance on the employment land uses as traditionally defined in planning, which comprise industry, warehousing and offices. These uses cover classes B1, B2 and B8 of the Use Classes Order and physically similar sui generis uses. Other land uses that provide jobs, such as retail, leisure and most public services are excluded from the ELAA.

Minimum Criteria

Experience of delivering Employment Land Availability Assessments for development plans within the last three years. Your permission to contact the customers to verify this information is assumed. The appointed consultant, or a sub-contractor, must also be able to demonstrate knowledge of the local commercial property market.

If you fail to satisfy the minimum requirements your tender will be rejected and not scored.
