Ofwat are looking to procure a Programme Management system to assist with managing its programmes and assist with allocation of resources across programmes. Ofwat are also currently undertaking a separate piece of Pay & Reward work that will see some key roles benchmarked in the marketplace and innovative ways in which we can reward our people.
The objective of this tender is to partner with an organisation who can assist us with our workforce planning which is critical to Ofwat being able to support its 5 year strategic business plan, recruit the right skills, develop and retain our people all underpinned with accurate evidence. Workforce planning must enable us to carry out ‘what if’ analysis to play out different scenarios and understand the impact of each of these scenarios on our skills base, our programmes and our resources. Workforce planning must also assist Ofwat in determining where to concentrate its Learning & Development (L&D), the skills it needs to grow and develop or where to target recruitment.
Workforce planning must assist Ofwat in understanding its capacity to deliver through its resources and skills sets, how these are allocated to Programmes and the impact of reducing resources.
Any workforce planning tools must underpin and support our programme and resource allocation processes, procedures and systems. The workforce plan must inform our talent acquisition and management strategy and development of our own people. Ultimately, it must enable Ofwat to meet its 5 year business plan and strategy through its programmes which will be sufficiently resourced with the right skills.
