'The City of London Corporation proposes to place a contract with an Employability Services Provider, the Managing Agent', to deliver the Central London Work Programme Leavers Pilot Project (Working Capital). Central London Work Programme Leavers is a high profile pilot project developed by the 8 boroughs in the Central London Forward partnership, the GLA and central Government. It is designed to provide employment related support to residents of the central London boroughs who are unemployed, in receipt of the Employment Support Allowance benefit and have completed 2 years on the Government's Work Programme without securing employment. The Managing Agent will deliver the pilot programme drawing on best practice from programmes supporting workless residents into work and from boroughs' experience of working with these residents and others with similar employment needs. Through a personalised casework approach the Service Provider will support residents in the Pilot and will draw on a range of local provision to help meet residents' employment related needs. The Managing Agent will provide the experienced and skilled caseworkers who are fundamental to the service, will provide access to specialist assistance to clients including health related support appropriate to the needs of the client group and job brokerage and matching where these are not easily accessible locally and other project related services, as required. Close integration with borough services will be a central feature of the Pilot. The Managing Agent will work across the whole geography of central London and will be responsible for the delivery of the service to eligible clients in the boroughs and for the achievement of the target outcomes set for the programme. The Managing Agent will manage a budget to support the eligible costs of client's participating in Working Capital. Integration of the Working Capital services with local services in CLF boroughs is a vital aspect of the programme. Caseworkers will be co-located with relevant borough teams. There will be a robust evaluation of the Pilot to ensure wider application of successful delivery and outcomes. It is intended that the programme will be funded by a grant from the European Social Fund.'
