Public Health England (PHE) is inviting tender applications to produce and disseminate a resource to inform users, actual and potential, on the risks and benefits of EU TPD compliant ENDS.
Implementation support models and guides Learning materials
In August 2015 PHE published E-cigarettes: An evidence update https://www.gov.uk/government/publications/e-cigarettes-an-evidence-update. The report included a range of implications for practice including:
| • | Offering encouragement for dual users to stop smoking |
| • | Encouraging smokers who have tried other methods of quitting without success to try EC to stop smoking |
| • | Support smokers’ efforts to reduce the harm from smoking with a long-term goal of stopping smoking completely. |
| • | Provide clear and accurate information on relative harm of nicotine, EC and tobacco cigarettes |
| • | publicise the current best estimate that using EC is around 95% safer than smoking |
| • | Encourage smokers who cannot or do not want to stop smoking to switch to EC as one of the key strategies to reduce smoking related disease and death |
PHE is seeking a partner/partners for the rapid production of an evidence based educational resource to address the implications set out above.
PHE have a corporate template which must be used for the publication of resources. The corporate PHE template to utilise shall be sent to the successful supplier following awarding of the tender.
Messages from the evidence
| • | key messages from relevant studies and reviews relating to the relative risks of nicotine containing products |
| • | key messages from evidence concerning the potential for EC in smoking cessation |
| • | key messages from evidence on dual use and harm reduction |
The resource will
| • | engage and inform the public |
| • | demystify the complexities of the evidence on e-cigarettes |
| • | promote the value that public health can add to the issue of EC |
| • | be available in portable format for health and social care professionals |
Proposals should include an integral programme of evaluation
The resource is to be delivered no later than 31st March 2016.
