Chichester District Council - Chichester Open Space, Sports Facilities, Recreation Study and Playing Pitch Strategy 2017

Chichester District Council (CDC) is undertaking work to review its adopted Local Plan and is seeking a consultant to undertake an Open Space, Sport Facility, Recreation Study (including indoor recreation) and a separate but related Playing Pitch Strategy to be completed to the same timeframe.

The consultants should prepare a comprehensive appraisal of open space, sports pitches and indoor and outdoor sports in the area covered by the Local Plan excluding the area within the South Downs National Park (a map of the Local Plan area is included in this project brief).

The survey work will need to be undertaken at the optimum time of year for each type of open space and sport. The Studies will need to be undertaken in two stages. The site survey work and assessment of current provision should be undertaken in Stage 1. Stage 2 will be an assessment of future requirements, and will need to be undertaken once the Council has agreed its preferred strategy regarding housing numbers and locations.

The projected scale of growth up to 2036 needs to be taken into consideration as well as cross-boundary provision within the catchment area of neighbouring planning authorities: South Downs National Park Authority (SDNPA); Havant Borough Council; Waverley Borough Council; Horsham District Council and Arun District Council.

The appointed consultant is required to review and build upon the previous Open Space, Sport and Recreation Study published in 2013, and the previous Playing Pitch Strategy published in 2004, which the new Study and Strategy will replace.
