The Council is seeking tenders for the provision of the Health Homes Dorset Phase 2 project. Public Health Dorset* has tasked and funded Dorset County Council, in partnership with local Housing Authorities (District, Borough, and Unitary Councils) to design and deliver the Healthy Homes Dorset Programme to people vulnerable to the negative health effects of living in cold homes. This programme is a key component in the local authorities work to improve housing stock and enable people to live in their own home for longer. [* This is the three local authorities of Bournemouth Borough Council, Borough of Poole and Dorset County Council working together as Public Health Dorset, hosted by Dorset County Council] Healthy Homes Dorset phase 2 aims to improve health and wellbeing by reducing illness and death caused and exacerbated by cold homes. This project is designed to: • Target interventions at specific population segments identified in the relevant NICE Quality Standard as particularly vulnerable to the effects of cold housing • Provide relevant advice • Provide referrals to relevant agencies, including via the Safe and Independent Living (SAIL) multi-agency referral service. • Source funding for insulation measures and related enabling works. • Provide a fund of last resort to where other funding is not available or sufficient, and pay for minor enabling and access works not covered by fuel supplier funding, to provide cavity wall insulation and loft insulation. • Manage the installation of the insulation funded • Undertake health outcome monitoring using pre- and post-intervention questionnaires. The Contractor will be contracted by Dorset County Council to undertake the tasks listed above. Public Health Dorset, working with its partners, will develop a referral network, and provide health evaluation based on the data collected. The Council is seeking a single contractor that may deliver the whole project themselves or sub-contract to others.
