The London Borough of Barnet: the Council is seeking a private sector partner PSP to enter into a strategic partnership arrangement to enable the Council to deliver a range of construction projects and needs as part of its Capital Programme over the next five years with an option to extend the contract for a further two years at the sole discretion of the Council

The strategic partner will be tasked with delivering construction opportunities allocated to the partnership arrangements as well as providing Strategic Partnering Services to support the delivery of the Council Capital Programme.

The Strategic Partnering Services will include - but are not limited to:

  • assisting the Council in optimising the deliverability, functionality and commercial aspects of designs being developed by the Council for proposed projects
  • providing consultancy services to assist the Council in scheme phasing, site investigation and surveys, technical consultancy support, cost planning and supply-chain planning and management to achieve efficiencies in delivering the Capital Programme; and
  • assisting the Council in engagement and communications with public and statutory stakeholders

The Capital Programme is expected to include the Council construction requirements for sports and leisure facilities schools and educational facilities libraries and community facilities and refurbishment works requirements for schools and educational facilities libraries and community facilities o...tre is to be constructed on a green field site within the Borough subject to Planning Approval that will eventually replace the current provision at Church Farm Leisure centre. The combined capital value of the two projects is estimated to be in the region of 25 million GBP.

The Council will separately procure designers for projects but will novate designer appointments to the Partner.

The overall value of the opportunity will be dependent on many commercial factors including but not limited to the approval of schemes by the Council, market conditions, the needs and budget of the Capital Programme over time and whether the schemes are allocated to the strategic partner under the terms of the project contracts.

Bidders should seek independent legal and commercial advice in relation to the potential value of the opportunity of the scheme as a whole.

This procurement will be using Competitive procedure with negotiation.
