E-portfolio for HEE Dental Foundation and Core Training - HEE, HEIW, NIMDTA - NHS/SoEPS/18.459

NHS South of England Procurement Services (SoEPS), acting on behalf of Health Education England (HEE - the Commissioner) are commencing a tender for the provision of a E-portfolio for HEE Dental Foundation and Core Training - HEE, HEIW, NIMDTA.

The Authority is seeking to procure a provider organisation(s) [Supplier] to provide an e-portfolio service for a number of NHS Dental training programmes in England ("HEE"), Northern Ireland ("NIMDTA") and Wales ("HEIW"). Most NHS Dental training programmes in these countries are currently using (different) e-portfolios. Through this procurement we intend to unite the programmes and their (initially) approximately 2,000 trainees (plus trainers and administrators) onto one e-portfolio platform that fits our specification as closely as possible. We are not specifying whether the offering should be an off-the-shelf e-portfolio system or a bespoke build - we expect bidders to explain to us how they will meet our needs, using any of the above (or other) approaches they see as fitting.

Contract Dates:

1. September 2019 to 31 August 2023

(Implementation is 01 September 2019 to 31 August 2020 and Service provision is 01 September 2020 to 31 August 2023)

The maximum contract value, over four years is £249,000 (inclusive of VAT). The Commissioner retains the option to extend the contract by a further 2 year period.

The deadline for submission of completed ITT submissions is Monday 15 April 2019 at 12:00pm (midday). Late submissions will not be accepted. The e-portal system will shutdown at 12:00pm and any un-submitted bids not registered to the system at this time will not be accepted. Therefore, please submit in good time prior to the deadline date and time.

All communications should be made via the messaging function on the In-tend E-Tendering portal. During the tender exercise the Contracting Authority requests that all communications are channelled through the e-portal system via the appointed procurement specialist on behalf of NHS South of England Procurement Services and not with the Contracting Authority itself. No Bidder, Bidder Member, or any of such Bidder's advisors, consultants or subcontractors may have ex parte communications with the Contracting Authority or any of their employees, advisors, contractors or consultants regarding the ITT, the Procurement, other than as expressly permitted in this ITT.
