This contract is part of the Council?s procurement strategy to deliver its responsibility to maintain the public highway. Bidders must be accredited to NHSS Sector Scheme 2B Supply and installation of vehicle safety fencing. The main activities are - The repair, replacement and maintenance of existing vehicle and pedestrian restraints excluding temporary safety barriers, vehicle and pedestrian parapets - Localised surveys - a visual inspection of a short section of road restraint system usually associated with an incident or repair to find conditions that may affect performance - Detailed inspections (subject to receiving an acceptable mini-tender response) ? a routine, usually 2 yearly, planned inspection of the condition and performance of road restraint systems in the Borough - Certain types of traffic management stated in the Service Information complying with Safety at Street Works and Road Works Code of Practice and Chapter 8 of the Traffic Signs Manual for situations not covered by the Code of Practice The service is primarily for repairs and maintenance and the length of the work sites tend to be short. The Authority cannot guarantee the value of work that may be ordered through the contract because it depends on incidents on the highway network. However, it is our intention that renewals and upgrades arising from inspections would be placed through the framework using submitted Prices where appropriate or through a mini-tender. Traffic management for situations not given in the Service Information is provided by the Employer?s Traffic Management Framework Contractor. It is our intention to award to up to three Contractor's providing the most economically viable returned bids following evaluation.
