The London Borough of Sutton, London Borough of Merton and Achieving for Children Ltd[1], (The collaborating organisations) are seeking expressions of interest from suitably qualified organisations for the provision of Passenger Transport for Vulnerable Children and Adults. The London Borough of Sutton and The London Borough of Merton will use this framework for routes required by their boroughs for both children and adults. Achieving for Children will use the framework for routes required by the Royal Borough of Kingston for children and may use the framework for routes required by The London Borough of Richmond Upon Thames for children.
The Framework will be divided into 2 Lots: Lot 1 routes commissioned via mini competition. Normally long term planned routes Lot 2 routes commissioned via a schedule of rates. Normally short notice routes.
Applicants are invited to apply for one or more Lots. It is the intention of the collaborating organisations to invite a maximum of 60 suppliers, (per lot), to tender.The contract will be for a period of four (4) years commencing on 1st August 2015. The collaborating organisations are tendering this contract through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective Tenderers are advised to register their interest by going to https://www.londontenders.org/procontract/supplier.nsf Social Value is the added benefit to the community following a commissioning/procurement process over and above the direct purchasing of goods, services and outcomes. It shall be a requirement for organisations to work with the collaborating organisations in delivering and measuring Social Value throughout the lifetime of this agreement.
The collaborating organisations currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision. We are committed to creating jobs and training opportunities through our supply chain. A pre-qualification questionnaire is available on the portal which the Council shall evaluate to identify the shortlisted suppliers to be invited to tender.
It is the opinion of the collaborating organisations that TUPE may apply tosome routes offered underthis Framework Agreement.The collaborating organisations shall not be bound to accept the lowest cost or any tender and reserves the right to accept all or part of an offer. The award of contract shall be based on the most economically advantageous tender submitted. Deadline for expressions of interest and submission of a completed pre-qualification questionnaire is Midday 22ndDecember 2014.
