description
Liverpool City Council (LCC) is commencing a review of the Local Plan (adopted 2022). Strategic policies should look ahead over a minimum 15 year period from adoption, the anticipated adoption of the New Local Plan is 2026 and so it will cover the period until 2041. The Local Development Scheme was approved by the City Council's Cabinet in July 2023 and can be found on the website: https://liverpool.gov.uk/planning-and-building-control/plan-making-in-liverpool/local-development-scheme/. The City Council are inviting bids from suitably qualified and experienced consultants to produce an Open Space Study for the city in accordance with national planning policy and national guidance.
The Open Space Study will be an evidence-based document and support the preparation of a new Local Plan. It will cover all open spaces over 0.2 ha in size of public value, excluding playing fields and pitches and private gardens (a separate playing pitch study will be prepared which this study will need to align with). The study will form an integral part of the Local Plan evidence base. It must provide robust, up to date evidence in respect of future open space requirements in the city in accordance with NPPF and PPG and inform the scope and content of Local Plan open space policy. Along with an Open Space Study, the council are also commissioning the following studies which must be cognisant of each other and share the same baseline data:
• Strategic Housing Market Needs Assessment
• Employment Land Study
• City Centre Strategy
• Retail and Leisure Needs Study
