The Council is the freehold owner of adjoining sites; one known as the former Winterbourne Hotel (including a parcel of land known as the former Georgian Cottage site) and the Beacon Road Public Car Park. The Council is undertaking a period of pre-market engagement to identify potential options to develop these sites into a hotel.

The Council is looking to appoint an experienced developer and operator for the hotel. The Council wishes the hotel to be fully operational by the end of 2023 and in doing so is looking to deliver the objectives which have been issued as part of the soft-market engagement exercise.

The Council is intending to hold market engagement meetings with suppliers during December 2018 through to January 2019.

The Council will be seeking to explore funding models that may be suitable for the scheme, utilising either private or public funding or a combination of the 2.

The Council is anticipating that this will be a 25-35 year future opportunity and is seeking to explore the length of the opportunity within the pre-market engagement exercise.

Details around participating in the pre-market engagement exercise can be found on ProContract. This Prior Information Notice is not a call for competition and no contract(s) will be awarded at this stage. An OJEU contract notice advertising the procurement may be placed in due course.

After soft-market testing has been carried out, the Council is likely to commence a formal procurement process, estimated to begin around April 2019.

This future competition will be run under the Public Contracts Regulations 2015 (as amended) or Concession Contracts Regulations 2016 (as appropriate), in order to identify the most economically advantageous tender for the Council's requirement.

The Council reserves the right not to proceed with the planned public procurement exercise.

Interested parties should note that they are responsible for their own costs in participating in this pre-market engagement exercise and the Council shall in no event, be responsible for any costs of any party.
