This Part B Services Tender is a follow up to a series of tenders most recently OJEU ref. 2013/S 218-379498 Short Breaks, Childcare & Play for Disabled Children Provider Framework, published on 09/11/2013.
These services were first advertised in 2009, under the former Aiming High for Disabled Children pathfinder project, to establish a framework of providers that are able to offer Disabled Children and their parents access to Short Breaks, specialist Homecare / Childcare and Play opportunities.
These services have proved to be very popular and combined with efforts to avoid unnecessary social care referrals, the demand for services has continued to outstrip supply.
Referrals are made into the respective services through the Councils Pathway to Provision process. Childrens and Parents will be matched to those service providers that best fit their needs are have capacity at that time. The ultimate decision on which provider, or combination of providers rests with the children & their family.
Providers that are able to offer services that are attractive and inviting to the users are those that are in most demand.
The objective of this procurement is to supplement the existing framework and introduce a more flexible approach to recruiting suitable providers as and when they are available.
Following evaluation of the compliant Tenders and approval of the outcome The Council intends to appoint all qualified successful Providers onto a DPS framework.
The Council reserves the right not to conclude any Framework Agreement(s) as a result of the current procurement process.

Bidders are encouraged to tender if any of the above services match what they are able to provide.
Bids will be evaluated against the published award criteria and framework agreements will be offered to all providers that reach the Councils standards, ensuring that there is adequate Service User choice within the confines of the available budget.
Bids may be made across several service areas/districts or just within a defined area. Service Users will have the ultimate decision of which Service to purchase but all providers will be treated equally.
