The Local Planning Authority (LPA) has experienced an increase in the number of applications received over the last few months which has put increased pressure on the service to deliver against statutory timescales.
Initially the LPA requires short-term support to process mainly householder applications. It is anticipated that c.30 applications per month would be allocated however exact volumes are to be determined. The LPA are keen to explore options around entering a contractual basis with suppliers to access planning services quickly and efficiently and support the service to meet planning KPI targets.
Summary of requirements:
- Check application description and agree any necessary changes with agent - renotify / consult if required
- Visit the site (where required and COVID restrictions allow) and undertake a review of site history
- Ensure that all publicity and consultation activities have been completed correctly and in accordance with DMPO and Council's SCI. Where any gaps are identified instruct the support team to complete
- Review all relevant technical documents submitted with the planning application
- Read and summarise all third-party representations
- Read and summarise all consultee representations
- Seek one set of amendments to add value or make application acceptable where required.
- Prepare a report using the Council's delegated / committee report template and present an assessment of the scheme against policy and other material considerations
- Seek to agree an extension of time, where necessary, and update the back-office system accordingly
The service initially has a requirement to address a substantial backlog of applications and would like to use the service on an agreed basis to support ongoing demand as required. Initially this will be for one year with a view to extend in line with demand.
